Our Safeguarding Executive Group is comprised of our delegated safeguarding partners, ensuring that local safeguarding arrangements are effectively delivered, that priorities are appropriately identified and responded to, and that the necessary organisations are engaged in collaborating in safeguarding children.

Delegated safeguarding partners

The current delegated safeguarding partners are:

Ian Dodds

Ian Dodds is Director of Children’s Services, Kingston, and Richmond. This includes responsibility for Children’s Social Care, Health Services, Family and Youth Support and Education Services. Ian has been working for AfC (Achieving for Children) since it was established in 2014. He reports to the Chief Executives of the two Councils, which is in line with statutory guidance. Ian is the delegated safeguarding partner for the local authorities in the partnership, and the current chair of KRSCP.

Fergus Keegan

Fergus Keegan is the Director of Quality at South West London Integrated Care Board and is the delegated safeguarding partner for health in the partnership. 

Fergus has been a nurse since 1988 and worked in a variety of acute hospitals around the UK – with a specialist interest in A&E. After ten years in senior operational management roles, Fergus returned to clinical work as Deputy Director of Nursing (most recently at Kingston Hospital). 

Fergus has previously led on safeguarding adults, end of life care, improvement programmes on patient experience and engagement. He has a particular interest in the use of technology to improve the delivery of patient care. Fergus leads the development and delivery of quality, safeguarding and governance in Kingston and Richmond at South West London Integrated Care Board. 

Steven Tod

Steven Tod is a Detective Superintendent in the Metropolitan Police Service with responsibility for delivering police safeguarding services in the boroughs of Kingston, Richmond, Merton and Wandsworth. Steven is the delegated safeguarding partner for police in the partnership. Steven is committed to working in partnership to protect children in Kingston and Richmond.
